A Young Village Where Whole Streets of Roofs Come Due Together

Lake Hallie sits directly between Chippewa Falls and Eau Claire, with Chippewa Falls on its northern border and Eau Claire on its southern one. Highway 53 and Highway 29 cross inside the village. It takes its name from an oxbow lake beside the Chippewa River, and it only became a village in 2003, when it was incorporated out of part of the Town of Hallie. The 2020 census counted 7,170 people.

That history shows on the rooftops. Much of Lake Hallie was built a subdivision at a time, so the houses on a given street went up within a few years of each other and were shingled with similar products. When one roof on the block reaches the end of its life, the rest are usually not far behind.

There is no single Lake Hallie roof. Three kinds come up most.

Ranches and split-levels

The older part of the housing stock is single-story ranches and split-levels with low-slope gable roofs. Low slopes shed water and snow slowly, so they are the first to suffer when ice builds at the eaves. On a roof like this, ice and water membrane at the eaves and in the valleys matters more than the brand of shingle.

Subdivision homes from the building boom

Two-story houses with attached garages, a few gables and a valley or two. Houses like these were often roofed with entry-level shingles and the minimum number of vents. The common failure is not a dramatic leak but shingles that curl, crack and shed granules years earlier than expected, with the south and west slopes going first.

Larger lots with garages and outbuildings

Toward the edges of the village, lots get bigger and detached garages, workshops and pole buildings appear. Those are usually steel-roofed, and their problems are different: backed-out screws, worn washers and trim that has worked loose.

What Chippewa Valley Weather Does to a Lake Hallie Roof

Lake Hallie gets the same winter as the rest of the valley. The Wisconsin State Climatology Office lists normal snowfall at the nearby Eau Claire station as 55.4 inches a year, with a normal January low of 5.8°F. Chippewa County is in the 40 pounds per square foot zone on the roof snow load map in Wisconsin's Uniform Dwelling Code, the heavier of the state's two zones.

For a low-slope ranch, that means long stretches with snow sitting on the roof, melting from below and refreezing at the edge. For a two-story with a garage roof tucked under an upper wall, it means drifts piling against the siding, right where the step flashing is.

Summer is the other half. Thunderstorms bring hail and straight-line wind. The National Weather Service's Twin Cities office documented significant straight-line wind damage in Chippewa County from the storms of May 15, 2025. Newer subdivisions with young trees have little to break the wind, and a roof with brittle, aging seal strips gives up tabs easily.

Permits

Roofing Permits in Lake Hallie: Check With the Village First

Lake Hallie is its own municipality, so the City of Chippewa Falls permit rules stop at the village line. We looked for a published re-roofing rule on the Village of Lake Hallie website and did not find one, so we are not going to state one here.

What we do instead is simple. Before a replacement is scheduled, we contact the village about your address and find out whether a permit is required and what it costs. If one is needed, it goes on the written estimate as its own line.

State rules apply everywhere regardless. Wisconsin's Uniform Dwelling Code (SPS 321.28) does not allow new roofing over two or more existing layers, and it requires ice dam protection at the eaves of lower-slope shingle roofs over heated space.

Getting to Lake Hallie from Chippewa Falls

Lake Hallie is our nearest neighbor: roughly three miles south as the crow flies, straight down Highway 53. That matters in practical ways. An estimate visit is easy to fit in, a follow-up look after a storm does not take half a day, and if a tarp is needed on an open roof we are not coming from across the county.

Roofing Questions From Lake Hallie Homeowners

Do I need a permit to replace my roof in Lake Hallie?

We could not find a published answer on the Village of Lake Hallie website, so we will not guess. Rules for re-roofing differ from one municipality to the next, and the City of Chippewa Falls rule does not carry over the village line. Before we schedule a tear-off in Lake Hallie we check with the village on what your address needs, and any permit and its fee are listed on your written estimate.

Most of the roofs on my street are the same age. Does that mean mine needs replacing too?

Not automatically. Houses built in the same few years often got similar shingles, so they do tend to wear out close together. But the slope that faces south, the amount of attic ventilation and how well the flashing was done all change the timeline. A neighbor getting a new roof is a good reason to have yours looked at, not a reason to replace it.

My Lake Hallie house is only 20 to 25 years old. Why is the roof already failing?

Entry-level shingles from that period were often installed with minimal ventilation and little ice barrier. Heat and moisture trapped in the attic age shingles from underneath, and the sunny slopes go first. Curling edges, bare patches and granules collecting at the downspouts are the usual signs. We check the attic as well as the roof, because fixing the ventilation is what keeps the next roof from doing the same thing.

Can you put a new layer of shingles over my existing roof?

If there is only one layer now and it is sound, Wisconsin's Uniform Dwelling Code allows it. The code does not allow a new covering over two or more existing layers, or over a roof that is water-soaked or deteriorated. We still recommend a tear-off in most cases, because it is the only way to inspect the decking and put ice and water membrane at the eaves.

A storm came through Lake Hallie. How do I know if my roof was damaged?

From the ground, look for shingle tabs in the yard, lifted or creased shingles, dented vents and downspouts, and granules washed out onto the driveway. Hail bruising usually cannot be seen from the lawn. We inspect for free, photograph what we find and tell you whether it looks like storm damage or ordinary wear. Whether a claim is paid is your insurer’s decision.

Do you install metal roofs on houses in Lake Hallie, or just shingles?

Both. Most homes in the village have asphalt shingles and most replacements stay that way. Standing seam metal is an option on houses, and exposed-fastener steel is common on detached garages, sheds and the outbuildings on the larger lots toward the edges of the village.
